{if $[user.custom_title]} in a mini-profile always returns true, even if the length is zero. Given that there's no way to check length, this isn't right. 
(The default MP also uses this check, so it's obviously not intentional.)
Edit: I was wrong, you can check length. either way, this is still broken.
