Trouble with opening pbp files

I cannot seem to open pbp files, and I was just wondering if it is necessary for codes and layouts to be posted in this format as it means that people have to buy PC TuneUp Maestro. I don't think it is fair posting these in a file format that people cannot open, especially if they have to spend additional money to do so. If this is a feature of V5 then I doubt that there is nothing which can be done about it but it would be useful if proboard forum owners could be directed to a legitimate software that they can use for free? That would be helpful. Otherwise, I won't be able to do anything with my forum layout.

You don't need to open the file. Just download it to your computer and then upload it to your forum.
