How to test skins?

Just a general question here. (I only just started fiddling around with v5, so I'm still learning how to use it. Bear with me!)

So in the past it was pretty easy to make a test site to try out new skins and codes, then just copy the headers/footers and skin colors to the real site when you were ready. Now with v5 and all the different sections in the admin panel, is there an easy way to transfer information from a test site? Or do I just have to go through each and every section copying and pasting the new coding?

Any changes made in the Themes section of your admin area can be exported along with the theme they're associated with. The file will be saved to your computer, after which you can simply upload it to another forum when creating a new theme.

Quick question, didn't feel like making a new thread for it. xD If you opt-out of the v5 conversion, do you have to wait until December to convert or can you just postpone the conversion for a month or two?
