Can't edit menu button permissions for customized pages

2) What happened, in detail?
I was going to add permissions as to who could see the button for Chat (a customized page) on the navigation bar.  The 'Edit' button was there, but clicking it doesn't do anything.

3) If you received an error message, what did it say?
No error message.

4) What do you think should have happened instead?
It should go to the area to allow me to determine that 'members & staff' only could see the button.

5) Can you reproduce this on every pageview?
Tried it multiple times

6) What browser, version, and operating system are you using?
Firefox 19.0.2, Windows 7
