Inactive Font size and Smilies, in threads

Hi guys

My forum has been working perfectly well, till a short while ago, when a joint admin, stated that she could no longer use Font size and Smilies in threads, replies, comments.

Then another member reported the same, and now I have the same problem. 

We can use smilies in the shoutbox. But no Font size, or Smilies in threads.

Has there been any upgrade pushes, or anything that may have caused this ?
