Why are members allowed to log in when I have "Maintenance Mode" enabled?

Only members who are in a staff membergroup should be able to log in. Is this not the case, and if so, can you link to the forum in question?

As a guest, I can see the forum, meaning maintenance mode isn't active. Can you confirm that MM is selected in the admin panel right now?
