you could disable signups then tell people to email you to create a new account (keep in mind that birthdates cannot be changed after registration, so its best to ask them to give that to you in the email). To avoid spam-bots I recommend typing your email into an image then putting the image up.

Thank you for your advice and I'll think about that. Still I would rather not disable signups. I would just like the block to work properly on this person. Also if it's not working on my forum who knows how many forums it's also not working on. It might be a problem that just needs to be fixed.
