Not sure if this could be done but it's similar to the After Registration Page already built into V5 for newly registered members. The difference being a post/topic that staff want all members to view when they first log in - and to somehow know that the member has seen it and doesn't need to on next log in.
I've already got the global message plugin but it's not exactly the same thing. Ideally upon log in a message would read something like "the staff have an important message they wish you to view" or whatever the staff choose, and an ok button. This would then take the member to the post/topic that has been selected. Once they have viewed the post (and hopefully read it but that can't be guaranteed of course) next time they log in the they don't have the message again.
Even better if it could be selectable for certain members or member groups.

The after registration page was created for this exact purpose. You can place the desired post on that page using the proper widget. You can design the page however you wish. Whatever you want to do, you can already do it. And they can be taken to that thread and reply there as well. It's up to you to set it up, but the feature you are requesting already exists. It just takes your creativity and ingenuity to make it meet all of your desired requirements. You can already make them read a specific post/thread as much as anything else we could do. As much as anyone can make someone read something specific on the internet at least.

It's a welcome/rules post all in one. If they read it it's a bonus but at least nobody can say they've never seen it. What I'm after is a similar feature where all registered members (from the newest to the oldest) are automatically pointed to a different and variable post/topic on their first log in session after the feature has been activated by a staff member. Once they have viewed it the message they wouldn't get the message again until a new one is activated by staff.

You could place something in your header like a banner that takes you to a post. You could make the thread an announcement across your forum. You could make a plugin that pops a notification the first time a member logs in. That's just off the top of my head. There are already many many ways to do this. At the current time we aren't going to design a feature that forces members to a page. Theoretically you could probably make or request a plugin that does this. We will add the idea to our list of potential future features. And eventually we will come back and revisit the idea when we aren't so busy preparing for launch. Thank you.

No worries.
All of the options you suggest rely on the member having the option - I really was after getting them to see an important post before browsing anywhere else in the forum. I'll have a look on making or failing that requesting a plugin.
