This would be a very useful option if someone is misbehaving there but doesnt deserve an outright ban from the board.

We already have on our list a feature that adds permissions to the shoutbox. So you would be able to limit who has access and who can or can't post in it. This will be in a future v5.x update sometime in the next year or so.
