Is there a systematic way that we can find all users with today as their birthday? We want to temporarily add them to a "Birthday" group (and then remove), or be able to display something special to them just based on it being their birthday. I'm still fairly new to coding, so maybe the answer is obvious, but thanks in advance for your help.

Greetings,
This is beyond the scope of coding, however it may be possible to change someone's profile appearance on their birthday (making it look like they are in a member group or something), but not to change permissions based on that.

OK, then an easier question - how can I systematically tell it is a person's birthday? Then as you say, I can do something like change the header for that person only or add text to their mini profile, basic sort of visual stuff.

Do you want to change the look of (or add something to) the forum for the member whose birthday it is, or change their profile so everyone else can see it?

You can discover today's birthdays (those made public) two different ways.
The first method is by going to the info center at the bottom of the home page of the forum and clicking the link under 'View today's birthdays'.
For the second method, you click 'Members' on the menu. click the arrow next to 'View all', then select 'View Birthdays'.
