I want to have a background color on links when you hover over them. I added this to the CSS and got nothing:
body_background_color: #ffffff; default_forum_text_color: #000000; link_color: #c7b13f; link_visited_color: #c7b13f; link_hover_background: #29290b;( I removed the @ symbol for the sake of the post but they are there in the CSS)

Try Admin/Themes/ Advanced Styles and CSS/ Visual Editor/Text styles/Default Forum Text/ Links/ Hover and see if that works..

Add this to the bottom of your CSS.
