Perhaps I'm being stupid and missing something obvious, but I don't see any options anywhere for issuing a Warning level.
I am admin of my board, so it's unquestionable that I have the ability to do so; that's not a possible issue.
I've looked in the gear menu, checked a couple places in the admin panel, and checked a few places in Member Profile (including Staff Options), but I see nowhere I can change the user's Warning level.
Did I miss something? How do you do it?

Admin Control panel/Settings / Forum/ Warning System.. You can set who can see warnings.. I selected "Warned member and staff"
Now go to the member you will be warning.. Open the Gear..You will see "Warn Member"
You can set the level there.. And leave them a warning note... It seems the warning level is set per member.

That was what I needed to know. I'd forgotten to enable the Warning System in the first place. XD

Greetings, In addition to what blueshead listed, now that you have warning turned on, you can edit the percentage in the "staff options" tab of the user's profile.
