can I permanently change the font size of responses to threads on my forum? My members are elderly and have trouble with the answers to posts being so small.

You can set the default text size of your forum but going into the theme manager -> Advanced -> Text Styles -> Default Text.
To override the default text style there are other text options buried within the other areas. For posts I believe it would be in the Body Content -> Lists (Boards, Threads, Posts) -> Rows -> Text

One thing you may want to suggest to your members having difficulties with small text is to search their browser's help for information on text resizing. Most browsers offer the ability to automatically resize text on all pages. This might be helpful for them on other sites as the size that PB uses for replies is a fairly common size to use.
