is this just html added to the headers?

Hey there, I am wanting to create an area for advertising forums of the month like seen HERE (roll over the two images next to the updates) to my site and just wondered how they achieved this. Is it just html added to the headers, or is it a plugin or code?

Hi, Welshling.

It's done via a header/footer code (most likely using CSS3), but I'm unsure what they're using. They likely have the code somewhere on the forum though since it's a resource site.

Keep in mind that they're running on V4, so a lot of the codes they have listed will more than likely cater to such.

I've seen that forum a few times before, and judging by the gigantic banner they're well-prepared for V5, so I'm sure those will come up in the future.
