I'm fairly sure I remember being able to automatically add a new entry to the change log that would grab the version number and things like this:
I noticed just now that there aren't the Add or Edit buttons that I seem to recall being there. They are on the Development Log, but not the Change log. Is this a bug or have they been removed recently for some reason? Is there some other way to add an entry to the change log without typing it in manually?

They were removed with the implementation of the library. The change log has been restructured a bit, so the date and version tracking that was there is now implemented in the library automatically. Additionally, library entries will show the entire change log of every previous version of a plugin, so it's no longer necessary to have the change log contain more than the most recent changes made to the plugin. (Same applies to themes, which got versioning at the same time as plugin versioning changed)
