Anchor Tags

I hope this is the right place to post this.

In v4 there was a code that created anchors using marker and jumpto tags. I have looked everywhere, but I cannot find a v5 version or plugin of it. Ideally, what I need is a code that would allow me to have links at the top of a thread that bring members directly to sections in the thread that may or may not be in the middle of a given post.

I was exploring converting "Post Anchor System" to a plugin, but I havent got anywhere with it yet. as soon as I finish automerge I will swing back to it.

That'd be truly awesome if you do. I tried doing this a week or two ago, and found it can't be done. So had to spread stuff out more than I would have liked (via making more posts in a sticky index).

Do you think there is any way to do it without a plugin? Say a header/footer code instead?
Personally I am not a fan of using Plugins for stuff that doesn't require a lot of settings to be edited.
