The only forum layout change I want is to place my shoutbox above my one category & its one board. I would the shoutbox above the one category/board. How do I accomplish this? I want everything else to remain intact.

If so, continue to read.. Admin > Themes > Layout Templates > Forum WrapperOn line 67 you should see $[shoutbox]Highlight that, copy it to your clipboard, then erase it from the Forum Wrapper. Click save. Now go to the Layout Templates again, but this time select Home instead of Forum Wrapper. Add a new line just below line one, and ctrl+v (paste) your clipboard. Now line 1 and line 2 should be the following: $[news] $[shoutbox]Click save and voila.
