Hello. I've tried everything I can to make a single picture to fit the banner area. I've tried the cropping, resizing adding the info to the style sheet choosing logo and on and on. When I insert the image there seems to be 2 of the same images there. Is there a set size the banner should be I.E. width and height?
I'll crop and resize it to that prior to inserting it. Man, this is a headache to complete.

Man, this is a headache to complete. You have your width set to a percentage, so that will fit to people's browsers. Which is the better option, however, I think what you are wanting to achieve you need to set a fixed width (pixels / px) instead of %. If you can make your image be about 800px or so, then put your forum's width to 800px instead of what it possibly is now (90%, for example).
