[Request] Plugin to Block Individual User Avatars?

i'll attempt to work out the bugs. i'm semi-busy with work and stuff but i promise to work on it when i can.

Rat Boy i'm gonna work on this tonight, if i'm not done tonight i won't be able to work on it until after labor day.
