Smaller Attachment Limit

Is it possible to have a plug-in or enhancement that applies possible lower limits than 1 meg to attachment maximum sizes please?.

Don't need anywhere near 1 meg for properly sized / compressed pictures and the new 250 meg total limit is far more frugal than V4.

Tinypic hosting etc is NOT the answer for long term storage as precious history pictures are lost to the forum when the Tinypic account becomes dormant and is deleted. 

Alternatively it would be a good enhancement for admins to be able to edit and resize pictures / attachments.

I'm afraid that's not possible with a code, attachment limits are controlled server side.
