I wasn't 100% sure where to post this, so I apologize ahead of time if this is wrong.
I'm looking for a code that make links on the sidebar, I guess stretch out?
Example - Look on the side bar, when you hover the links the stretch out.
I found this for V4(not even sure if it's right):

I tried it on my site, and utterly failed. So, I was wondering if someone had an idea if that's a plugin or a code and would be willing to share? Lol.
This is where it will be used.

Basically with the above, you need to show it what to edit. On that example you gave they are using the ID of "#menu", so then in the CSS they add that before "a:hover", so you would have:
#menu a:hover { -webkit-transition: all 1.2s ease; -webkit-transition-property: all; -webkit-transition-duration: 1.2s; -webkit-transition-timing-function: ease; -webkit-transition-delay: initial; }
