Avatar Limitations

Is it possible please to create a plugin that will limit the use of avatars and signatures unless you have met certain criteria, for example, reached a set number of posts before the possibility of having either/or becomes available?

EDITED. I am not sure if I am abiding by the rules here, as I wanted the one plugin if possible, but I can repost as two separate requests if that is better. I was a little confused as to whether or not this request met the criteria.

I have since found a lovely plugin to do what I want with the signature, thank you Aaron.

I would still like the one to limit the use of an Avatar depending on a post count criteria.
