Can you elaborate on what your are trying to achieve? Are you trying to remove the step of downloading and then uploading plugin files? If so, this cannot be done, especially by another plugin, however you can directly install plugins from the plugin library to your forum without the download steps.

if you were after a plugin that lets you download settings to another plugin, that cant be done. plugins are disabled while in the admin panel in order to keep one from accidentally affecting admin functions
