Add A  Coloured Horizontal Line
Under The Post Created On Date

Tested - Firefox - Chrome - Internet Explorer

Go > Admin >  Structure > Layout Templates > Thread > Post List


Look For This Line

<span class="date">$[post.created_on]</span>

And Directly Under it

Add the line below

You can change the colour - size  - and the width


Reminder you can always click on the preview button
To view how it will look before you click to save any changes to your template
