So, on many boards there's often a group of people that like to cause trouble. These people sometimes collaborate and work together. So I was wondering if it would be against any rules to create a plugin that would "prevent" certain users from PMing each other?

While there are no rules against such a plugin, I'm pretty sure blocking PMs between them will only escalate the situation. Not to mention it won't cut off contact between the involved parties, they can just switch to email/im/facebook/etc.
