Im not sure if there is anything like this yet,

But is there or could there be a way of making Annoucements to the whole site via messages Plugin?

Is there a reason you can't use the existing PM to All functionality? (On the create message screen, click on the gear icon box in the top left, then click 'Send to All')

When i try to send to all, Nobody is recieving a message ?

Try posting for aid in the Support board, it might be a glitch or problem the admins can help with

PM to All is not instantaneous. If no members have received their message after waiting a while, go ahead and create a thread on the Support Board like ₪» ⅀ ƪ Ƒ «₪ suggested.
