I have it installed onto the forums and ready, but I just need help putting onto to my global footer so its played wherever you go on the forums. I've tested the stream onto a normal thread and it works fine. I decided to copy the bbcode and change into < > instead of [ ] onto the Global Header but that didn't work. Any tips?

BBCode doesn't translate to HTML directly, it is simply HTML like. The soundcloud plugin is designed to parse custom BBCode in posts. If you want to embed a soundcloud file in your header or footers, you can use th HTML snippet provided by SoundCloud, but that won't work for external streams like the URL you provided.
