Is it possible to provide my board members with a choice of several themes from which to choose?
If so, where would they find this option?

They can change their theme when they edit their profile.
Edit Profile > Settings > Forum Theme (I believe it's a dropdown selection).
If you go to Admin > Themes > Theme Manager, that will show a list of all the themes you offer.
