Would it be possible as an Admin to have a plugin that would allow you to manually change a member's password for them without them having to go through the Captcha and email hassle?

No, this is not possible. The old ability to change passwords for members was removed due to abuse. If a member forgets their password, there is a forgotten password reset system by email.
