Before I upgraded my board to 5.1, I remember that there was an option when you put in a background image to lock it so it wouldn't scroll with everything else on your page. Does that option still exist and I'm just missing it? I'd rather not have to do code to do it, but I can if I need to.

Yes that ability still exists.
Admin > Themes > Advanced Styles & CSS > Visual Editor > Background > Background Image > Put Background Attachment at Fixed > Background Repeat to No Repeat > Background Position at center center.
Then click Save Theme at top or Save Changes at the bottom.

Sticking my nose in but if you have a background that needs to repeat then skip that part. Actually, the first part, "Put Background Attachment at Fixed" is the only necessary part.
