A different sidebar

Is it possible to have a sidebar similar to this one?

Or  the header thing like this, the thing below the words  ‘Welcome‘

Those sidebars are possible through the various side table plugins on the plugin library, all of which use fixed positioning to place them on the side of the page rather than directly alongside forum content.

The Welcome heading is done by simply using an image as the title bar text. The content below the Welcome heading was built using the Dynamically Tabbed Table plugin.
