I want a plugin that do not allow users to create other accounts withe the same e-mail.

You already can do this. =) You make a Global Account with your e-mail and from there can make separate accounts per forum tied to that same e-mail. If you are having problems doing this, you can always ask about it here or in the more designated area, the main Support board

A plugin wouldnt be able to do this regardless. they dont run on the registration pages.
