Image Hover Request

Does anyone have a code for a post, that I can add to my posting template that can have an image, any size, and when you move the crusor on it it turns into a semi-transparent box whose color can be changed and still see the original picture underneath, and you can write words on that transparent box and when the crusor is off the only thing you see is the original picture? Sorry if this didn't make sense, its more like this page, the section that says "Image Hover Overlay", the one with the tiger.

Those plugins are the only ways available to get hover effects in posts since HTML is not enabled in posting.
