Info boxes above boards

I have looked for a code like this, but all that exists are plugins for info boxes at the side, but I want my table ABOVE the boards, at the top of the forum so I can better organize with helpful links, the plot, a welcome message, etc.! If someone could make that for me, I would greatly appreciate it!

I also want to add, there is the dynamically tabbed table by Jordan that goes at the top of your site. You can find it via your admin panel in the plug-in library.

If that doesn't interest you, I can make you a top table if you tell me how many columns you want, if you want it to pick up your theme colors, etc. It would then be put in your Global header or main header if you want it to show on all themes. 

I could have sworn there was a regular top table that was a plug in but I can't find it.
