I was wondering if it was possible to make a plugin that would let you know if someone with an existing account is creating a second one. This would be easiest through the IP's of everyone.
So, what would happen is that I'll have the approval of registers enabled, and if someone has created a new account, the plugin will let me know if there is already an existing account with the same IP address.

icon on the top right of their profile. The section of the menu with their IP should expand a sub-menu that allows you to search for members using the same IP (along with posts, threads, or security log entries).
