quarantine plug in create new thread issue ?

So should The quarantine plug in stop new members from being able to create new threads if the "new thread" option isn't checked because I have a member telling me that the create thread option wasnt there for him to use. The only thing I've done isMark it to effect all users with under ten posts. It's also kind of glitchy. I've even had to un quarantine some of my posts at times.

Also I'm not sure if this is a site issue but im trying to manage my plugins and the site isn't letting me and when ever I try to edit them today, they all show the yellow caution sign and aren't able to be edited ?

Is there an error message next to the caution icon? That'll usually tell you what needs to be done to prevent it.

There isn't it's just the caution sign on all my plug ins.

What browser are you using when that issue occurs?

I'm using my phone desktop browser but what ever I view it in, it's the same results. It quarantined indiscriminately.
