I have a few members who persist in starting arguments with others, and contribute nothing useful. When banned, they create new accounts and start the cycle over (it becomes apparent within a few posts that the new account is a returning member not someone new). Putting their posts on quarantine just has the same effect - they abandon that account and start over.
A really useful alternative would be to have the ability to leave an account as an active member but put a universal block on them, so no other members see their posts. They would then see their own posts show up but be unaware that they are effectively talking to themselves, and would (I hope) eventually give up when they get zero responses.
Is that possible?

In quarantine, you can suppress the banner so they dont know their posts are quarantined.

Post Quarantine is the plugin you want, though there is no such thing as a "universal block." They can always abandon the quarantined account and start a new one, no matter what anyone does. Block them every way you can, including IP address, and perhaps enable restricted registration

You'd think that being repeatedly banned (I am IP blocking, but they're getting round that) would get tiresome them for them but in practice it just seems to rile them up more. Restricted registration doesn't help that I can see - I don't know how I'd distinguish them from genuine new members? I can and do recommend my members block the irritant but it would be even better if I could put a certain member on everyone's ignore list. I realise it's a pretty niche request though! Thanks for the help Hopefully they will eventually give up and leave...

They won't know their posts aren't appearing, they will think people are just ignoring them. No one will see their posts but to THEM everything will look normal At least that's my understanding of the plugin

Yes. when you suppress the banner, they see their posts as normal, members see the banner but no post. approvers see banner and post. guests, however, dont see a post is even there.
keep in mind, plugins still dont run on mobile view, so anyone looking with mobile view will see their posts. I cant do anything about that.
historically, trolls eventually give up.
