Adding "..." as Replacement Text

My forum contains some long thread titles and if possible, would there be a plugin to have this:
 instead of the really long text?

Just in case the answer is yes, you can pop this in your MAIN FOOTER :

And change the figure in red to what you want the maximum number of characters to be.
If you don't want to mess about in your headers and footers, I can pop it into a plugin for you.

Yep. Just on the home page. I actually don't like modifying the current code, but if it calls for the moment then why not? But really, if you can make it into a plugin, then that would be great!
