SVG Hover Problems [solved]

I'm having a few issues dealing with the four hover boxes at the top of the forum, my first issue is that the hover isn't smooth, on my other test site here [x] the hover is smooth. As for my second issue the items in the boxes themselves don't do what I need them to. I set up hover affects on the links and icons, however something negates it. Any help at all would be greatly appreciated.
