Hover Sections on Banner?

Hello, I am inquiring about a possible way to add other hover functions to a banner on your board? I really dig the functions usd on this Rp site I stumbled upon strongwindacademy.proboards.com/, as you can see this site has a function where you have 4 dots at the center of your banner page, and then you click each dot and it moves and views a new section on your bannre viewing Staff members or Census status and other information, is there anyway I can get this incorperated into my site?

I also like the buttons that read "Rules" "Plot" "Claims" And so on, any help would be wonderful!

Are the buttons a separate request or are they the buttons that will be clicked to show new info. (Trying to figure out if you posted in the right board.) Also you mentioned you wanted another hover feature so would those buttons be clicked or hovered over to show that content?  While waiting for your answers, I'll dabble with it a bit and see what I can come up with.

I am using the same thing on my Hunger Games Trilogy site.
