Move navi bar ABOVE header

SO I am creating that skin as a custom request, and the person who wants it would like the navigation bar ABOVE the banner image, sort of like here: 

THIS BOARD. I have this code to change it:

left: 0;
}
 

Which I put in the forum wrapper...but nothing happened. 

Any help, advice, whacks on the head, bad jokes?

In Themes > Layout Templates > Forum Wrapper the navigation bar starts at this line:

<div id="navigation-menu" class="ui-helper-clearfix">

And ends at the line in green in the section below:

                {if $[login_link] || $[register_link]}
                    Please $[login_link]{if $[login_link] && $[register_link]} or {/if}$[register_link].
                {/if}
            {else}
                <span>Welcome $[current_user.name].</span> $[logout_link]
            {/if}
        </div>
    </div>
</header>

If you want it directly above the banner image you can move the entirety of the navigation menu code so that it starts after the opening <header> tag. Otherwise, if you want it to be as wide as the page instead of adopting the banner width you can place it before the <header> tag and it'll be at 100% width.
