How to get the navigation at the top of the forum only?

On the forum page, I want navigation and messages to show on my forum like that one.

How do I do that?

Will I have to download the theme to do so? I've really worked hard on the one I am making myself (so hard because I don't understand code).

This post should give you some insight on how to move the existing menu to the top of the forum: support.proboards.com/post/6369392

Beyond that you'd need to edit its HTML and CSS in order to get it to show exactly like the menu on that theme.
