If you mean of a theme you download/install from the theme library, then that completely differs from theme to theme.
You can pretty much change most things though, so long as copyrights stay in tact and you don't try to re-submit the theme to the library as your own "but with edits". If you're never so sure, always contact (or try) the theme creator and ask them specific things about what you can change.

You can pretty much change anything, Glowy, but there are a couple of rules, like the advertisements have to show at the top and bottom of the theme, and the only modification of advertisements that are permitted is to move them left or right (or center, as is the default). So does the Gift tab in user's profiles, and the footer links at the bottom of every page.

Keep in mind that plugins are different from themes. You install plugins to a forum, not a theme, so when you export a theme you're working on, none of the plugins on the forum are exported with it -- just that theme.

What do you mean advertisements? The copyright info of the creator? So if I wanted to install a sidebar to a theme, that would be fine?
