Template help

A website I joined a while back had a layout like this (Not sure if via plugins or templates, so I made my best assumption and... here I am in the template board.)

I'm creating a roleplay website myself and I was wondering how to get the tabs (Those at the top and left side) onto my page. If that's a certain type of coding, or maybe plugin. I'm not sure. The "events" and "credit" tab are also hover-revealed.

Is there something out there like this that I could use?

To add to what Star's Legacy said, there is no hover code in the table she linked to. We'd have to add that. Also, if you haven't found them already, the side tables you can download directly to your site by going to your admin panel. to the Plugin Library and look for "Sidebar Redux".
