I was wondering if it was possible to create a plugin that does not allow hotlink-ing a ProBoards forum's hosted images (this includes Smileys and all that)? I would really appreciate if someone could do this!

A plugin wouldn't be able to accomplish this. Actual hotlink protection is done on the domain level and images hosted directly on ProBoards are hosted on our storage domain which requires the ability to be able to link them on external domains in order for them to work on our forums.
