Request: A Plugin That Edits Default Notifications

Hey-lo! 

I'm not always on my sites and when I wasn't getting email notifications of updates I got curious. I realized almost all email notifications were off so I turned them on. I like to create a profile for the sites I govern and the default settings for email notifications were on off. Even as the admin I am not able to change the notification settings of members.

I was wondering if there was a plugin to change the default notifications. If not, can someone make one?

Plugins cannot alter the forum's settings in any way, so this wouldn't be possible.

It's up to a user whether or not to have the forum email them.
