Falling Option removed to stop thread Bumping

Is it possible to remove the falling options in the post settings so members cant stop bumping threads in a particular board?
Just be setting the default doesnt solve the problem as I think members can still change it back manually.
So I want only staff or admin to be able to set the falling options on boards.

Hello.

The ability to control bumping and falling of threads can be set in Admin -> Members -> Member Groups. Simply set the Bumping and Falling option to "No" for each group that you do not want to allow the manual bumping and falling of threads. This will prevent Users in a Group who have this ability set to No from removing a Falling on a thread.

I don't think that's will work.
normal members don't appear in that admin section as it's just group options.

Where, exactly, are they seeing the option to disable the falling option? Unless they have that permission from a Group's permissions, I am not seeing how they would have access to this. Is it during thread creation? Posting a reply on the full reply page? Can you list the exact steps taken to see this? Have you tried using a second account to see if this is possible? Are you sure none of your Staff have done this (check your Security Logs)?
