Can you make your header a link?

For our board we are trying to find a way to incorporate some graphics to promote/link to other (sister) sites, the only way we can think of doing this without paying to free up the ad space is to somehow incorporate them into the header. Is there any way to do this?  Or is there another way anyone can think of how to do it?

I assume you cannot add clickable graphics/banners into the design anywhere else? It has to just be through freeing up the 2 adverts?

The admin structure section has a global header footer you could add to
Otherwise you could use sidebar redux plugin to add to a left or right column
