I was wondering if there was any way of writing a code because I'm using Todges smiley code as well to say "if the image url contains smiles then apply css to make the image width 32 x 32px"

This would be the way to do it, though I'd suggest making your CSS selector and the term you're searching for in the image URL a bit more specific.

img[src*="smiles"]

It's a CSS selector, so yes.

Any CSS you specify along with that selector will affect any image on your forum that has smiles in its URL.
