Correct. A media query is essentially a filter, telling the CSS to apply effect A If condition 1 is met, then otherwise apply the CSS as usual. You can do all sorts of things with media query to make your design more responsive. It in and of itself is still CSS, just a specific instruction, so it would go in your style sheet.
